State records 3.4 pc of India�s cognizable crimes

GUWAHATI, Dec 3 - Assam reported over 3.4 per cent of the country�s total incidence of cognizable crimes under the Indian Penal Code (IPC) during 2016.

As per latest data from the National Crime Records Bureau (NCRB), there were 1,02,250 incidents of cognizable crimes under IPC in Assam in 2016, contributing to 3.44 per cent of the all-India total of 29,75,711 such incidents.

The State reported 1,149 cases of murder, 1,257 incidents of attempt to murder, 34 incidents of culpable homicide not amounting to murder, 17 incidents of attempt to culpable homicide, 1,779 incidents of rape, 370 incidents of attempt to rape and 6,126 cases of kidnapping and abduction during 2016.

In addition, there were 156 reported cases of robbery, four cases of making preparation and assembly for committing robbery, 940 cases of robbery, 4,886 cases of criminal trespass and burglary and 12,955 incidents of theft.

The NCRB figures showed that Assam reported 913 incidents of unlawful assembly, 1,671 cases of riots including industrial and political riots, 1,767 incidents of criminal breach of trust, 4,171 incidents of cheating, 515 cases of forgery, 66 cases of counterfeiting, 664 incidents of arson, 9,844 incidents of causing grievous hurt including acid attacks, 157 dowry deaths, 3,378 cases of assault on women with intent to outrage her modesty, 34 cases of insult to the modesty of women and 9,321 cases of cruelty by husbands.

Besides, there were 2,625 reported cases of causing death by negligence, 21 cases of offence against State, 1,346 cases of extortion, one of offences promoting enmity among different groups, one of offences on ground of religion or race, 4,570 incidents of causing injuries during rash driving or road rage, 90 cases of human trafficking and 14 cases related to �unnatural offences� under Section 377 of IPC.

The State also reported 31,409 incidents of other IPC crimes in the last calendar year.

As per the numbers, there were 4,764 cases of cognizable crimes under the Special and Local Laws (SLL) in Assam during 2016, comprising 0.26 per cent of the total such cases across the country.

There were 234 cases under the Dowry Prohibition Act, 66 cases under the Immoral Traffic (Prevention) Act, two cases under the Protection of Women from Domestic Violence Act, 15 under the Juvenile Justice (Care and Protection of Children) Act, 23 under the Prohibition of Child Marriage Act and five incidents under the SC/ST (Prevention of Atrocities) Act.

There were also 105 cases under the Prevention of Damage to Public Property Act, 216 under the Unlawful Activities (Prevention) Act, one under the Official Secrets Act, 400 under the Arms Act, 83 under the Explosives Act, 696 under the Information Technology Act, 42 under the Copyright Act and six cases under the Trade Marks Act.

The State also reported 18 incidents under the Prohibition Act, 41 under the Excise Act, 380 under the Narcotic Drugs and Psychotropic Substances Act, 301 under the Gambling Act, 389 under the Electricity Act, one under the Lotteries (Regulation) Act, 67 under the Forest Act, 82 under the Wildlife Protection Act, 20 under the Foreigners Act, four under the Passport Act, eight under the Registration of Foreigners Act and 14 under the Citizenship Act.

In addition, there was one case registered under the Indian Railways Act, 63 under the Essential Commodities Act, four under the Representation of the People Act, ten under the Prevention of Insults to National Honour Act, and 1,467 cases under other SLL crimes in Assam during 2016.
