State panel on remission for release of 24 more life convicts

GUWAHATI, April 16 - The State-Level Committee on Remission (SLCR) has recommended release of another 24 life convicts languishing in different jails within the State, during the second phase.

Only seven out of nearly 250 life convicts have been released during the first phase so far, and that too around six months back.

The slow pace of release of life convicts has not gone down well with a section of jail authorities, who are now facing constant pressure from the life convicts awaiting their release.

The SLCR, which is headed by Additional Chief Secretary TY Das and comprises senior officials of the Home Department, including Home Commissioner LS Changsan, has reportedly sent a fresh list of 24 life convicts to the Chief Minister�s Office � the Chief Minister also holds the Home portfolio � for the latter�s nod.

The names and reports concerning the 24 life convicts were vetted by the members of the SLCR during the last two meetings held at Dispur, keeping in view various set factors, including age, period of stay, behaviour and health condition, and so on.

Sources informed that the requisite paper works facilitating release of the 24 life convicts are over and very soon the notification from the Home Department is expected in this regard.

�Reports of the District Magistrate, Prisons Department, respective superintendents of police, convicting/confirming court, superintendents of the respective jails have already been examined,� the sources divulged.

The State Government had refrained from recommending release of any life convict since 2012 after the Supreme Court order put an embargo on such releases, although later the apex court restored the State Government�s discretion, of course, with some riders.

On the delay, official sources informed that the committee is trying its level best to expedite the process and there was no reason for the jail authorities to be wary of.
