State Govt nod to Land Pooling policy

GUWAHATI, Feb 23 - The State Cabinet has approved of the Land Pooling Policy for Guwahati Metropolitan Area, 2025 and the Guwahati (Master Plan Area 2025) Land Pooling Regulations, 2015.

A Land Pooling Policy is a modified and simplified land acquisition process under which land owners willingly and voluntarily participate in the development process as partners. Such land pooling can avoid the heavy upfront capital requirement for property acquisition by the local government, and development of the urban areas can be self-financing in a self-sustained manner.

It needs to be mentioned that the policy has already been successfully adopted by other States such as Punjab, Haryana, Andhra Pradesh, Gujarat, Delhi, West Bengal, etc.

The proposed Land Policy covers the basic aspects such as land use distribution, norms for land assembly/land pooling, development control norms and other terms and conditions. Besides, it also covers the framework for implementation of the policy in the form of Land Pooling Regulations, 2015.

The Land Pooling Model proposed for land assembly and development is for two categories, namely Category I for 100 bighas and above land assembled through Developer Entity (DE) and Category II for land assembled by Land Pooling Agency from many landowners.

The Land Pooling Policy will be regulated in zones as per the existing master plan and proposed delineated Metropolitan Region.
