Panel suggests reforms in SEBA

GUWAHATI, June 24 � The Srinath Baruah Committee formed by the government to suggest reforms in SEBA, submitted its report to the government on Sunday recommending several administrative and curriculum reforms in the Board of Secondary Education (SEBA) including doing away with the rank system.

The eight-member committee with VC of Krishna Kanta Handique State Open University Srinath Baruah as chairman was formed in the backdrop of the goof-ups related to the HSLC exams this year.

The committee in its report has suggested reforms to eliminate all the examination related glitches and to put an end to all the unfair means. It has suggested to the government to adopt an Act to end the unfair means.

�The government will adopt the academic reforms suggested by the Srinath Baruah Committee through a democratic process. First we need a debate on the suggested reforms,� said Education Minister Himanta Biswa Sarma after accepting the report from the committee.

The committee has suggested appointing a search committee to select the Chairman of SEBA who will be appointed by the government. The committee has recommended that the office of the SEBA Chairman should be upgraded to VC status. It has suggested that the Secretary of SEBA should be directly recruited, should be given the scope to work independently and the post should be upgraded to the status of Registrar of University.

The committee has also suggested giving the Controller of Examination of SEBA same status as the Controller of Examination of University, recruiting all other officers directly, making graduation a minimum eligibility criterion for these officers and making their jobs transferrable.
