NRC update has provision for �missing� names

GUWAHATI, July 23 � The persons whose names did not appear in the National Register of Citizens (NRC) of 1951 and the electoral rolls up to 1971 will also get a chance to get their names included in the updated NRC as such provisions have been kept in the application forms.

There is a provision in the application form where the persons whose names did not appear in the NRC of 1951 or the voters� lists up to 1971 can apply by giving full details of their places of residence prior to 1971 with details of village, town, police station, district etc. The information provided by such persons would be verified during the process of scrutiny of the applications.

In the application forms, the applicants will have to provide their details including names of their parents, date of birth, place of birth, residential address, permanent address, sex, marital status, educational qualification, occupation, past records of the family/parents, particulars of entry in the NRC of 1951 in respect of applicant or descendents, particulars of entry in the electoral rolls up to 1971 in respect of applicant or parents, etc. Provisions have been made for the inclusion of the names of the persons who migrated from other parts of the country in the updated NRC. If an applicant migrated from other state of the country, the names of the village, town, police station, district etc would have to be provided so that the same can be verified. Such persons will also have to give reasons for shifting to Assam and period from which he or she is staying in the state.

There is another clause in the application form which stated that if any wrong provided in the application is found to be false, the applicant would be liable for penalty as per law.

The process of updating the NRC started with a gazette notification by the Government of India in November last year and in another notification on March, 23 this year, the Centre made it clear that the electoral rolls up to the midnight of March 24, 1971 would be used for the purpose of updating the NRC. On June 1, the Centre issued a notification for launching a pilot project of updating the NRC in two revenue circles-Barpeta and Chaygaon.

Meanwhile, commenting on the present controversy, AASU adviser Samujjal Bhattacharya said that no Indian citizen should be apprehensive of the process to update the NRC. He said that adequate provisions have been made in the application forms to enable those who came to Assam prior to March 25, 1971 to get their names in the NRC. Only the foreigners who came to Assam after 1971 have reasons to be apprehensive, he added. He also asserted that the Government should not bow to the pressure to stop the pilot projects in two revenue circles.

Bhattacharya said that all indigenous people of Assam should stand united to ensure that the NRC is updated. He said that the AASU has already started holding talks with different groups representing ethnic groups of the State in this regard.
