GUWAHATI, March 10 - The State Government did not prepare any perspective plan incorporating any timeline to implement provisions of the RTE Act, and the annual plans at the State and district levels were prepared without ensuring the bottom-up approach.
Revealing this, the report of the Comptroller and Auditor General (CAG) of India on Social, General and Economic (non-PSUs) Sectors for the year ended March 31, 2016 � Government of Assam, stated further that the State Government could not establish schools in all neighbourhoods required as per the RTE Act. In four out of the five selected districts, provisions of 25 per cent reservation for children of target sections in unaided schools were not implemented at all.
�Though the pupil-teacher ratio (PTR) was favourable at the State level, the school-wise PTR was not maintained as per the RTE norms due to non-rationalisation of the deployment of teachers. This resulted in single-teacher schools as also schools without any teacher. A significant number of teachers were yet to acquire the requisite academic and professional qualifications,� the report which was tabled in the State Assembly today added.
The report said that enrolment in government schools was decreasing and the rate of dropout of students as well as the number of out-of-school children was on the higher side which required redress.
