SHILLONG, May 1 � NEEPCO has taken up preparatory technical works for preparation of Detailed Project Report (DPR) of Killing Hydro Electric Project (run-of-river type) on Umiam river along Assam-Meghalaya border following clearances received from the Assam and Meghalaya Governments.
NEEPCO has completed preparation of a pre-feasibility report (PFR) of Killing project with an installed capacity of 55 MW with the proposed dam to be located near Mikir Pathar village of Karbi Anglong district. As per the PFR, maximum water level of the reservoir to be impounded by a 44 metre high concrete gravity dam shall be at elevation of 514 metre, which will create a submergence of about 25 hectare area only.
As per the survey conducted at site, no human displacement will occur and no historical/heritage sites will be affected due to submergence. That an NOC has been issued to NEEPCO by both the State Governments for a 100 metre high dam on Umiam river near Lamalong which will submerge 600 sq km area affecting 20 inhabited villages of over 1,000 families is not at all correct, a Press statement said.
Meanwhile, the Ministry of Environment, Forest & Climate Change has accorded clearance to NEEPCO in December 2014 for pre-construction activities at the proposed site of the project and the terms of reference (TOR) for preparation of EIA (Environmental Impact Assessment)/EMP (Environmental Management Plan) for Killing Project. All environmental mitigative measures to protect the environment as per the prevailing laws/acts, etc. will invariably be taken as a part of the project, it said.
As such, the protest rally by the villagers demanding scrapping of the project is because of their wrong apprehension about the dam submerging vast inhabited areas.
In consideration of the benefits to be derived by the local populace of the project area in the form of direct as well as indirect employment, infrastructural development, various modern facilities which will improve the socio-political and economic conditions of the project area, local public in the vicinity of the project area have expressed their support for the Killing Project, the NEEPCO clarification asserted.
