MPP demands introduction of ILP system

IMPHAL, July 8 � Manipur People�s Party (MPP) has demanded reintroduction of Inner Line Permit (ILP) system in the State to control the heavy influx of migrants.

The party feels that influx of migrants without any restraint for the last many years has caused a severe demographic imbalance besides affecting the State�s ecosystem.

�We have seen the demographic imbalance of our Jiribam town due to migrant population�, Dr Nimaichand Luwang said while interacting with media persons at their party office here on Thursday.

�If this trend continues unchecked and unhindered, a time will surely come at no distant date when the indigenous people of Manipur will become foreigners in their own land like in Tripura),�the former Minister said.

MPP has also faxed a memorandum to Prime Minister Dr Manmohan Singh demanding introduction of ILP system in Manipur.

After the merger of Manipur into the Indian Union, the permit system was abolished by an order of the then Chief Commissioner of Manipur Himmat Singh on November 18,1950, it added. This order gave alarming signals to Manipur as every decade the number of outsiders increased by leaps and bounds.

The number of outsiders (Migrants - 7,04,488) outnumbered the indigenous hill population (6,70,982) out of the State�s 23 lakh population as per 2001 census. �But by now there will be a sea change�, Dr Nimaichand said. The 2011 census also forecasts a grave political and electoral future of the State in the coming years. Thus reintroduction of ILP in Manipur has become a great necessity, they said.
