GUWAHATI, Oct 18 � A meeting of the representatives of the Government of Assam (GoA) and the Subansiri Downstream Works Field Unit, Guwahati, held here recently under the chairmanship of the State Chief Secretary, directed the Field Unit to draw up a comprehensive action plan within a month�s time covering all the major issues highlighted by the Core Group, GoA.

This is to be done to ensure beginning of the development and protection works in the downstream areas of the Lower Subansiri Hydroelectric Power Project (LSHEP) within this working season, the meeting observed.

According to a National Hydroelectric Power Corporation (NHPC) press release here, the meeting held to devise plans for effective implementation of the recommendations of the Joint Steering Committee (JSC) on the downstream development and protection works required to do away with the adverse impacts of the LSHEP on its downstream areas, took an overview of the issues relating to the downstream development and protection works on the river.

During the meeting, the Chief Secretary emphasised mitigation of issues of flood control, disaster management, soil conservation, environment and forestry, fisheries, irrigation, water supply and sanitation, clean drinking water, woman and child nutrition, toilets in schools especially for girls, employment, rural development, education, launch of an NHPC fellowship scheme for higher education of children, agriculture, horticulture, animal husbandry etc., in the downstream areas, particularly in the districts of Lakhimpur and Dhemaji.

The Chief Secretary wanted a well co-ordinated and focused approach involving all members of the Core Group so that a comprehensive and productive impact is seen in all spheres and a meaningful contribution is made to improve the quality of life in downstream areas.

A detailed presentation on the NHPC�s plan for implementation of the recommendations of the Joint Steering Committee (JSC) connected with the Subansiri downstream development and protection works and various social welfare initiatives and other development schemes undertaken by the NHPC in the downstream areas, was also given by Rakesh, Executive Director, LSHEP.

Rakesh also briefed the meeting about formation of a Subansiri Downstream Works Field Unit, Guwahati for co-ordination with the State Government and execution of works at field level, the press release said.
