GUWAHATI, Feb 23 � The Maoist rebels have designed a mega plan for the North East region and parts of Myanmar and Bangladesh and the plan has been unearthed by the security forces recently. Meanwhile, the police and security forces have also managed to get the names of at least a hundred Maoist members from Assam.
Highly placed official sources told The Assam Tribune that the Maoists have designed a plan for creation of a confederation of states comprising the North East region, parts of Myanmar and the Sylhet area of Bangladesh and according to the plan, the states of the confederation would be created to represent smaller nationalities of the area.
Sources said that the Maoists have also hatched a plan to set up a strong base in Myanmar and that is why they have started concentrating on setting up bases in Arunachal Pradesh to create a route to go to Myanmar. The Maoists have already set up a strong base in the Sadiya area of Assam and they have already opened a route to go to Myanmar through Manipur by signing an accord with Manipur based militant group PLA. Creation of a strong base in Myanmar will also provide a safe shelter for the top leaders of the Maoist groups whenever necessary as operational pressure against them is increasing in several parts of the country.
Commenting on the strength of the Maoists in Assam, sources revealed that the police and security forces have managed to obtain the names of at least a hundred cadres in the state and of them 27 were arrested. But most of the arrested cadres have been released on bail and all have jumped bail. The most prominent leaders of the Maoists in Assam include Aditya Bora, who was arrested in a Maoist camp in a jungle bordering Orissa and Jharkhand and Siddhartha Borgohain. Aditya was released on bail and he managed to jump bail and he is believed to be in Sadiya area.
The Maoists have established upper Assam, middle Assam and Lower Assam leading committees and they have a strong base in Amarpur area of Sadiya. Sources said that batches of Maoist members were trained up in three places-in a Maoist camp bordering Orissa and Chattisgarh, in Senapati district and in an NSCN camp. But it is not known how many members were trained up. There is no proof of the hard line faction of the ULFA directly helping the Maoists as of now, sources admitted.
Sources pointed out that the Maoist rebels do not start their operation in any area with acts of violence. The first try to work among the people to set up their bases and armed operations only come at a later stage. But the Maoists have already started their armed operations in Assam and three incidents of attacks on police personnel and forest guards for snatching away arms have been recorded so far, which proved that they have established strong bases in Assam.
However, the death of Kishenji in an encounter in West Bengal was a major setback for the Maoists, while, the arrest of a senior PLA leader in Kolkata on February 4 was another major setback as the Maoists were maintaining contacts in the North East through the PLA leader.
