Lucas, David were killed in cold blood: BWJF

GUWAHATI, May 28 - �Security forces killed NDFB (S) cadre Lucas Narzary (31) and civilian David Islary (24) in cold blood in the wee hours of March 30, 2017 in the name of encounter at Dighaldonga village under the Amguri Police Outpost in Chirang District, alleged Boro Women Justice Forum here today in a statement.

Both of them were picked up from the house of Ranjit Basumatary, along with Basumatary�s son Khouroumdau around 3 am that day. But due to the resistance offered by Basumatary�s wife, Khouroumdau was let off and Lucas and David were taken away by the security forces with their hands tied at their backs.

Lucas and David were killed at a deserted place at Simlaguri. If it were an encounter it would have occurred at the house of Ranjit Basumatary, claimed the Forum, who had sent a delegation to make an on-the-spot study of the incident.

Moreover, Lucas was not armed when he came to Basumatary�s house. He carried a small bag along with him and it contained some of his clothes only, said the Forum.

On the other hand, David had hearing problems and he had not attended any school. He worked as a shepherd. In December last also he was apprehended by the security forces who took him as an NDFB (S) cadre and detained him for three months. His father got him released on bail only 13 days before he was killed. His father had to sell one bigha of his land to get David released on bail.

The Army PRO in his press release issued in this connection has not made any mention of David. The versions of the Police and the Army on the issue of arms recovered from Lucas and David are also different.

Following the complaint made by CRPF Eastern Command IGP Rajnish Rai that fake encounters are resorted to by the security forces, ADGP (SB) of State Police Pallav Bhattacharyya claimed on May 24, 2017 that there was no public protest when Lucas and David were killed by the security forces. This is unfortunate, said the Forum, adding, the voice of the people was choked in Assam since long back.

The Forum demanded immediate measures to bring an end to the chapter of fake encounters in Assam, arrest and proper punishment to those officers who were involved in the March 30, 2017 fake encounter, an impartial inquiry into the March 30 incident by revoking the order that authorised BTC IGP Anurag Agarwal to carry out the inquiry, among others.
