Implement anti-ragging regulations: AASU

GUTWAHATI, July 28 � Reiterating its stand of �zero tolerance� against ragging, the All 1 Assam Students� Union 1 (AASU) has asked the authorities to strictly implement the anti-ragging regulations in all educational institutions and hostels.

The students� body also met the Chief Secretary, Assam PP Varma and submitted a memorandum demanding necessary action to curb the menace of 1 ragging in higher educational I institutions, a State-level monitoring cell for ragging and a helpline.

AASU also stressed that the head of the institution and hostel warden should be held accountable for the incidents of ragging in their respective institutions. It also advocated 1 punitive action against such i heads, for their failure to ensure a ragging free environment in the college or hostel.

Addressing media persons here, AASU advisor Samujjal Bhattacharyya said that anti-ragging cells and squads should 1 be constituted at every educational institutions as per the - guidelines laid down by the University Grants Commission i and other regulations of the Supreme Court and the State Government regarding ragging t should also be implemented.

The AASU assured that it would extend full support to every anti-ragging measures by the college or hostel authorities.

�Ragging is a social menace, I which spoils the academic environment and we are totally against this ill-practice. As there is provision for punitive action against the students involved in ragging, there should - also be some strict penal action against the head of institution and hostel wardens to ensure proper implementation of the regulations,� said Bhattacharya.

�There are some hostels in our State, where the warden does not reside in hostel campus or there is no warden at all. Chances of ragging increase in such campuses,� he added.

It may be mentioned here that the UGC regulations have a calendar of events for new students that include joint counselling of fresh students and seniors in the departments and also in the hostels in the first week of the classes and the hostel. The guidelines suggest professional counselling of senior and junior students during the first three months and interactive meets in department and also in hostel during the first two weeks.

The Assam Prohibition of Ragging Act 1999 also mentions that beyond punitive measures within the institution, of expulsion and fine, if any criminal proceedings are instituted against a student, there are provisions of legal action.
