IMPHAL, July 2 � Manipur Chief Minister Okram Ibobi Singh presented the budget estimates for the year 2012-13 in the State Assembly here today.
The total receipts during 2012-13 are estimated at Rs 8,232.66 crores, a jump of 30 per cent over 2011-12 of Rs 6,331.79 crore, Ibobi said while presenting the budget in the house. The revenue receipts are estimated at Rs 7,746.43 crore and capital receipts at Rs 486.23 crore.
He also proposed a total expenditure of Rs 8,434.64 crore for ythe financial year. Out of this, Rs 3,500 crore is under plan, Rs 4,366.14 crore under non-plan and Rs 568.50 crore under Centrally sponsored schemes, Central plan schemes and NEC schemes, he added.
Though the revenue account is estimated to be surplus for the ninth consecutive year, the fiscal deficit is estimated at Rs 472.31 crore which is 4.2 per cent of GSDP.
�On the recommendation of the Ministry of Home Affairs, we have filled up vacancies and created additional posts for better policing in the rural and urban areas,� he said. �The total expenditure on maintenance of police and para-military forces has nearly doubled during the last two years�, he added.
Expenditure on the State police was estimated at 21 per cent of the total Non-plan revenue expenditure of Rs 4,062.35 crore during 2011-12, he said and claimed that there has been qualitative improvement in the security environment of the State due to well-directed counter-insurgency measures.
Similarly, Power department has already launched a drive against unauthorised consumers and tax defaulters. �Installation of pre-paid meters was started last year and this year apart from pre-paid meters, which will be used selectively, we plan to replace most of the ordinary meters with infra-red meters�, he added.
He further said that literacy rate has improved significantly from 70.5 per cent to 78.85 per cent last year. Health indicators are much better than all India averages. Crude birth rate and crude death rate are estimated at 14.9 and 4.2 respectively as against the All India average of 22.1 and 7.2. Infant mortality rate is 14 per thousand as against all India average of 47.
With a view to counter the decease in food production due to shrinkage of land, erratic rainfall, etc, the government has given priority to assured irrigation to farmers by taking up irrigation projects, he informed the House. The allocation for major and medium irrigation and minor irrigation has been fixed at Rs 608 crore which is 17 per cent of the total plan outlay.
