Gogoi to bring out White Paper

GUWAHATI, Dec 30 - Asserting that the State Government would come up with a White Paper vis-�-vis Central funding during the current BJP-led NDA Central Government and the previous Congress-led UPA Central Government, Chief Minister Tarun Gogoi today said that Assam had lost a whopping Rs 11,000 crore following the recent changes effected in the funding pattern by the Centre.

The Chief Minister also termed Union Minister of State for Sports and Youth Welfare Sarbananda Sonowal (who is also the State BJP president) as a �most incompetent� Central minister who had failed to release the required fund to the State which is hosting the SAF Games.

�The only thing Sonowal can do is to keep criticizing the State Government, even as his own State languishes for want of Central fund stemming from the apathy of the BJP Government at the Centre. He lacks the guts to assert the interests of his State in front of the BJP central leadership. He has not been able to release any fund for the SAF Games till now,� Gogoi said in an official statement.

Gogoi added that it was precisely because of Sonowal�s inefficiency that he was divested of an important ministry like Skill Development.

Pointing out that Assam is suffering huge financial loss following the changes effected in the funding pattern, the Chief Minister said that even the North East Industrial and Investment Policy (NEIIP) was badly hit following the withdrawal of the special incentives that Assam used to enjoy in view of its industrial backwardness.

�The changes in the Central funding pattern have resulted in a loss of Rs 11,000 crore to us. We will publish a White Paper on Central funding during the previous UPA Government and the current NDA Government. This will expose the deceit of the Centre,� he added.

Gogoi said that the Centre had not released any flood relief fund despite the havoc caused by the recent floods. �Sonowal simply cannot raise these issues before the Central Government,� he said.

Claiming that the State�s law and order had improved noticeably in recent years, Gogoi said that killing of civilians in the State stood at an all-time low of 10 in 2015 as against 412 in 2001. �Even Union Home Minister Rajnath Singh had praised the State Government on this count in last year�s DGP-IGP conference in the city,� he added.
