E-procurement made mandatory for tenders worth Rs 20 lakh and above

GUWAHATI, Nov 25 - All procurements of tenders worth Rs 20 lakhs and above need to be mandatorily issued through e-tendering from December 1, 2016, while the earlier limit was Rs 1 crore.

Disclosing the above, an official press release here said that the State�s Finance Department has re-notified Para 4, Para 6 and Para 8 by an Office Memorandum dated November 23, 2016, which stated that all administrative departments of Government of Assam and its subordinate directorates/offices/agencies, etc., (including institutions receiving grants-in-aids from Government of Assam) shall resort to e-procurement (https://assamtenders.gov.in) with effect from December 1, 2016 for all tenders of value of Rs 20 lakh and above.

The tender value less than Rs 20 lakh may also be procured on the above portal at the discretion of the tender inviting authority/head of the administrative departments concerned. In order to facilitate the use of the State e-procurement portal, it stated that the NIC will provide necessary technical support and guidance through the State e-procurement Cell at IT department, 2nd Floor, C-Block, Assam Civil Secretariat. The necessary Digital Signature Certificates (DSCs) will have to be procured by the concerned tender inviting authority.

The office memo will come into effect from December 1, 2016 and the departments shall take all steps to initiate e-procurement through the portal as stated above without fail, the press release said.
