Creation of Legislative Council opposed

DIBRUGARH, July 18 � Opposing the State Government�s bid to create Legislative Council in the State, Ganatantrik Abhivartan here has said that the Upper House was not a necessity in the State legislature.

The Ganatantrik Abhivartan, which held an open meeting at Amollapatty Primary School here recently, submitted a memorandum to the President of India through the district administration today, stating that the move was against the interest of the general public.

�When the State Government has failed to create job opportunities for lakhs of unemployed youths due to financial crisis, how can it think of spending public money for Legislative Council, which is not at all a need in the State?� the Abhivartan asked. The present Government has failed in educational and health sector and has also totally failed to check recurring flood and erosion in the State, besides resolving other burning problems of the State, members of the Abhivartan have said. Under such circumstances, additional administrative expenses by creation of the Legislative Council will only be a burden to the State, they have mentioned.

�Moreover, given the present financial strength of the State, Legislative Council is not of much importance. Legislative Assembly is enough for the State to pass Laws or any other regulations. Several States have not shown interest in formation of the Upper House because it does not have much function in the State� the Ganatantrik Abhivartan mentioned in the memorandum. Out of 28 States in the country, only six States have Legislative Councils.

Ganatantrik Abhivartan formed by distinguished members of general public and leading senior citizens of the district has asked the State Government to give up the thought of Legislative Council, failing which it has threatened to launch mass democratic movement in the State. Some of the members of the Ganatantrik Abhivartan include Lakhyajit Sonowal, Kalyan Kumar Barua, Dr Kaminiranjan Baruah, Sahir Ahmed, Lakhydar Kalita, Pintu Debnath and others.
