Corruption hindering NE development: Lt Gen Sinha

GUWAHATI, Sept 2 � Corruption is one of the reasons for the underdevelopment of the North East region and there is little hope of strong action to check corruption during the tenure of the present United Progressive Alliance (UPA) Government because of the fact that a number of major scams took place during the tenure of the Government. This was the observation made by former Governor of Assam and Jammu and Kashmir, Lt Gen (Retd) SK Sinha.

Talking to The Assam Tribune, Lt Gen Sinha said that like all parts of the country, the North East region has also been hit badly by corruption, which, in turn, affected the development of the region. He pointed out that because of corruption, the funds earmarked for development activities are not utilized properly and as a result, the development projects have taken a backseat.

Commenting on the recent country-wide movement taken against corruption launched by Anna Hazare, Lt Gen Sinha termed the movement as a �remarkable one because of the mass support it generated and moreover, it was totally non-violent all over the country.�

Lt Gen Sinha observed that the background of the mass support to the movement against corruption was due to the anger of the people because of rampant corruption and the scams. The Government�s attempts to cover up the scams also added fuel to fire, he pointed out. The major scams in the country started with the Bofors scam and the scams are continuing till today. The Government failed to take effective steps to deal with those involved in the scams and it was forced to act only because of the fact that the Supreme Court kept goring at the Government.

The former Governor expressed the view that the way the UPA Government dealt with the movement in every stage also angered the people and increased the mass support. He pointed out that the Government lacked vision and statecraft right from the very beginning of the movement and the arrest of Anna Hazare on the first day of his fast was a �foolish act� on the part of the Government. He said that ironically, Hazare was sent to Tihar jail after his arrest where those involved in major scams including A Raja and Suresh Kalmadi were kept. Hazare could have been kept in house arrest if the Government had to arrest him instead of keeping him with criminals, he pointed out.

Lt Gen Sinha pointed out that no one could believe the Union Home Minister�s statement that the action against Anna Hazare was taken by the police. He also said that the Government tried to impose unusual conditions on Hazare for his fast and all these factors also generated anger among the people of the country. �Interestingly, the Congress spokespersons went to the extent of launching personal attacks on Anna Hazare and even suspected foreign hand behind the agitation, which also showed Government�s failure to handle the situation properly,� he added.

The former Governor pointed out that the media also played a vital role for generating mass awareness in support of the anti-corruption movement.

Replying to a question on whether he is optimistic of a positive outcome, Lt Gen Sinha admitted that very little can be expected with the UPA in power. But at the same time, he said that the Government has mellowed down considerably in the face of the mass movement and the Opposition is also putting pressure on the Government, which are positive developments.
