Cong for policy shift on insurgency, Naxalism

JAIPUR, Jan 20 � Firming up its strategy on conflict resolution, the Congress Party in a fresh policy initiative has mooted the idea of massive political mobilization to tackle the problem at its root.

The Jaipur Declaration adopted on Sunday at the AICC Session has called for policy shift in tackling the problems of insurgency and naxalism. The Declaration is the outcome of the report of the five groups set up by the party to draft strategies on issues ranging from organization to emerging political challenges.

The 56-point Declaration was put before the AICC delegates for deliberation before it was formally adopted.

The one-day session being held at the sprawling Birla Auditorium was addressed by Congress president, Sonia Gandhi, Prime Minister, Manmohan Singh, newly appointed vice president, Rahul Gandhi, a few senior Cabinet Ministers and selected AICC delegates.

Several Congress Chief Ministers from North Eastern States, PCC presidents and CLP leaders shared the stage with the top leaders of the party.

The session began with the formal endorsement of Rahul Gandhi�s appointment as the vice president. As soon as general secretary, Janardhan Dwivedi put his appointment for approval, the jam-packed auditorium reverberated with several rounds of applause, as party workers raised slogans hailing his elevation.

The Congress president delivered the inaugural address followed by speech by the Prime Minister, who summed up the resolutions before throwing open the House for deliberations.

Meanwhile, the Jaipur Declaration has sought to chart a new course in tackling problem of militancy. The Indian National Congress reaffirms that political mobilization is critical to ensuring peace in areas where militancy, insurgency and Left-wing extremism exist.

�It goes without saying that security operations have to be strengthened and development activities for creating social and physical infrastructure have to be taken up simultaneously. But, at the same time, the Congress Party believes intensive political mobilization is required to tackle the problems at their roots,� the Declaration said.

Meanwhile, the Congress Party has reiterated its endorsement of the UPA�s flagship Look East Policy. �The resolution on India and the World said that Indian National Congress is of unwavering view that India has a central role to play in the process of Asian economic integration. We must advance India�s Look East Policy because it is an economic and strategic imperative for the whole country and especially for the North Eastern States.
