Centre to consult stakeholders

NEW DELHI, Nov 9 - The Ministry of Home Affairs (MHA) will consult all stakeholders including Manipur Government before arriving at any decision in the course of examination of the Bills.

The Centre will consult people of the hill and the valley and other interested parties on the issue. �It will be the endeavour of the Ministry of Home Affairs to address the issue in the best interest of all sections of the population of Manipur,�� official spokesman said.

These three Bills are being opposed by some sections of Manipur population, who have been agitating over the issue since the last two months. Nine people have died during this agitation and their last rites have not been conducted till now.

The Governor of Manipur has referred three Bills passed by the State Legislature including, �The Protection of Manipur People Bill, 2015, �The Manipur Land Revenue and Land Reforms (Seventh Amendment Bill), 2015� and �The Manipur Shops and Establishments (Second Amendment Bill) 2015� to the Government of India for Presidential assent.

Delegations from Manipur under the aegis of Joint Action Committee (JAC), All Tribals Students� Union of Manipur (ATSUM) and Manipur Tribals Forum, Delhi (MTFD) have met the Union Home Minister Rajnath Singh and other officials of the Ministry of Home Affairs with their concerns over the three Bills.

Meanwhile, spokesman of the agitating organisations said that in a bid to sanitise the people about the human tragedy revolving around the nine tribal martyrs, who remained unburied till today, and to pressurise the Government to address the political crisis in Manipur, the Manipur Tribals Forum, Delhi, has been holding an indefinite mass rally at Jantar Mantar starting on November 4, with nine symbolic coffins.

The MTFD has especially been seeking Centre�s intervention because the Centre is constitutionally vested with a special power with regard to Manipur Hill Areas, Article 371C of the Indian Constitution states. However, despite numerous memorandums and meetings, no positive and serious initiative has been taken by the Central Government to resolve the issues, they alleged.
