Central panel on autonomous council in Tawang

ITANAGAR, Feb 27 � The high level committee, set up by the Centre to examine the Arunachal Government�s proposal for creation of two Autonomous District Councils namely, Mon Council in West Kameng and Tawang districts and Patkai Council in Tirap, Changlang and Longding districts under the Sixth Schedule of the Constitution, arrived at Tawang on Tuesday.

The Central team comprising Shambhu Singh, Joint Secretary (NE), Ministry of Home Affairs, and also chairman of the committee, Umakant, Director DoNER, SM Sahai, Director, Ministry of Tribal Affairs and S Saha, Deputy Secy, MHA, accompanied by Arunachal Minister for RWD & Tourism Pema Khandu was accorded a warm reception at the Army helipad by Parliamentary Secretary (Civil Aviation) Jambey Tashi, DC Tawang Abhishek Dev and others.

The team held a meeting with the representatives of Mon Autonomous Region Demand Council (MARDC) headed by Rev TG Rinpoche at the Tawang DC�s conference hall. The DC Tawang gave a detailed overview of the two districts with reference to its population, geographical area, social, health and educational profile, Panchayat Raj system, etc.

Shambhu Singh stressed on the mobilisation of internal resources for revenue generation. He mentioned that any State or district council should have enough capacity to run and generate its revenue.

�We need to generate surplus resources/revenue so that we are not dependent on outside funds from the Centre or the State. For this, the development of your resources especially hydro power and tourism is of utmost importance,� stated Singh.

Umakant, Director DoNER, said phase wise implementation and completion of the projects/schemes is the requisite for development of the region.

Briefing the Central team, Rinpoche called upon the Centre to consider the long-pending demand of the people of the two districts for creation of district councils for inclusive growth and comprehensive development. He stated that the region is comparatively backward and requires attention through decentralised planning. He further stated that the formation of the district council will provide an opportunity to the people to participate in planning, execution and monitoring processes.
