Bill for upper House in State likely

NEW DELHI, Jan 28 - The Bill proposing creation of upper house of Assam Assembly is likely to be listed for passage during the Budget session of the Parliament that gets under way here on Monday.

The Assam Legislative Council Bill, 2013 is among 39 Bills reports on which have been submitted by the Standing Committee. The Bill was introduced in Rajya Sabha and is now likely to be listed for passage.

While the Bill proposing creation of upper house of Assam Assembly was introduced during UPA regime, it will be interesting to note the stand taken by the NDA regime. Sarbananda Sonowal, according to sources is not keen to have a second house of the Assembly, ostensibly because of the additional expenditures involved.

The Congress Party had introduced the Bill citing that many smaller groups and communities go unrepresented in the Assembly because of the population pattern.
