ITANAGAR, June 30 � State Finance Commission chairperson Fantry Mein Jaswal submitted the recommendations of the Second State Finance Commission (SFC) to Arunachal Governor Lt Gen (Retd) Nirbhay Sharma at Raj Bhawan here today.

Lauding the Commission�s effort in compiling the report, the Governor said he will endorse it to the State Government and advised the government to take its recommendations seriously.

The Governor emphasised on strengthening the local bodies, i.e., Panchayati Raj Institutions and Municipalities by enhancing their capacities and effectiveness to enable democratic decision-making and accountability in Panchayats, promote people�s participation and devolution of powers and responsibilities to Panchayats according to the spirit of the Constitution and the Panchayats Act.

Earlier, Jaswal informed the Governor that the Commission has recommended the principles which should govern the distribution between the State Government and Local Bodies, i.e., Zilla Parishads, Anchal Samitis, Gram Panchayats and Municipalities, on the proceeds of taxes, duties, tolls and fees leviable by the State Government.

It also recommended on determination of the taxes, duties, tolls and fees, which may be assigned to the local bodies from the Consolidated Fund of the State. The Commission also made recommendations on the grants-in-aid to the local bodies and measures needed to improve their financial position. Constituted in 2012, the Commission�s term ended today.
