Anti-tribal activities in Govt depts alleged

GUWAHATI, Jan 20 � The All Assam Tribal Employees� Association (AATEA) has alleged anti-tribal activities in some State Government departments.

The association has said that the Welfare of Plains Tribals and Backward Classes (WPT &BC) Department, the PWD (Roads) and the PWD (Building and National Highways) Departments have been denying the plains tribals of the State their due scope for promotion.

The WPT & BC Department has moved a file (No TAD/BC/68/2011/Pt-II) for issuing an office memorandum to proved �extended zone of consideration� for the Scheduled Castes (SCs) and Scheduled Tribes (STs) in promotional posts.

But in the rest of the States of the country, the Central Government has already adopted this policy for filling up the backlog posts as per the 82nd Amendment of the Constitution. The SCs and the STs under the Central Government services are enjoying this facility since 1980.

It is also alleged that the Department is trying to get the views of the Legal Remembrance (LR) Branch of the Law Department modified so as to deprive the SCs and the STs of the benefits of �extended zone of consideration� in promotional posts, alleged the association.

It has further said that the Department has not paid any attention also to implement the provisions of the 77 th, 81st, 82 nd and 85 th amendments of the Indian Constitution.

The PWD (Roads) Department has ignored the instructions issued by the Chief Minister to fill up the backlog vacancies by preparing separate gradation list for the reserved categories even after the lapse of two years, alleged the association.

Meanwhile, the PWD (Buildings and NH) is now trying to evolve a new policy of �year break� by wrongly interpreting the rule 13 (1) of the Assam Engineering (PWD) Service Rules, 1978 �just to exclude and deprive� the SCs and STs of their right to promotion,� the association alleged.
