Anomalies in IAY beneficiary selection

GOALPARA, April 30 � Following a policy of zero tolerance against corruption and fraud by the district administration, an FIR was registered recently at the Rongjuli Police Station by the Project Director, DRDA against a few erring DRDA officials after detection of large-scale anomalies in the selection of beneficiaries for houses under the Indira Awas Yojana (IAY) in Puranibhita, Damra and Dudhnoi gaon panchayats under Kushdhowa Development Block which was in clear violation of the IAY guidelines.

Talking to this correspondent, Deputy Commissioner JVN Subramanyam said that a detailed inquiry was instituted by the DRDA, Goalpara after the matter was discussed at the District Level Vigilance and Monitoring Committee (DLVC) whereupon, after conducting field verification, many fake or anomalous entries and beneficiaries of wrongful gains were detected, following which a case was registered against those alleged to be involved in the irregularities.

He also hoped that such action taken by the district administration will act as a deterrent and desist officials from committing such irregularities in the future. In this regard, he appealed to the public to use the toll free number 1077 already in operation for handling grievance redressal of public complaints, for lodging complaints for dealing against any corruption or irregularities committed by any official.

Moreover, Subramanyam added that the entire process of selection of beneficiaries has been streamlined and beneficiaries will be drawn from the permanent waiting list having BPL ID number which then be uploaded on the P&RD website.

Meanwhile, DRDA Project Director Khanindra Choudhury informed that in Puranibhita GP, 78 fictitious names were listed as beneficiaries for IAY houses in 2013-14 and in case of Damra GP, the names of 68 beneficiaries selected for IAY houses do not tally with their corresponding BPL IDs as listed in the official BPL list. Again, another 42 IAY beneficiaries were shown with BPL IDs which were nonexistent and all the 110 beneficiaries are not genuine.

In Dudhnoi GP, out of a total of 223 beneficiaries for IAY in 2013-14, only 33 were found to be genuine, 134 listed beneficiaries were found to be fictitious as their names and (BPL) IDs do not exist in the official list, while the names of another 56 listed beneficiaries are not available in the official list.

Choudhury further added that a case has been registered against all the erring departmental officials after the anomalies were detected. He added that the administration will deal very strictly in case of detection of potential misconduct even by the beneficiaries of wrongful personal gains from various government, DRDA schemes and also with the members of the Panchayati Raj Institutions for not following standard operating procedure or the government guidelines.
