NEW DELHI, Feb 23 � Raking up the issue of construction of big dams in Arunachal Pradesh, AGP MP Biren Baishya has asked the Centre to stop construction work of Lower Subansiri project with immediate effect.
Participating in the discussion on President�s address in Rajya Sabha, Baishya said that in violation of all environmental norms, Government of Arunachal Pradesh has signed MOU for 168 power projects by construction of dams without any prior environmental clearances.
The construction of Lower Subansiri Hydro Power project is great threat to the environment and mankind in North Eastern region. The dam site is an important biodiversity spot. The project is great threat to river dolphin population. Not only this, the dam site and submergence area is the habitat of number of animals listed in the schedule I of the Indian Wild life (protection) Act 1972. If the Government is really serious to protect environment and forest then the Project should be stopped, he said.
President announced that many measures under National Ganga Basin Authority. �But, I do not understand why flood and erosion of Brahmaputra and Barak Valley never find priority, this is discrimination towards Assam. Every year lakhs of people become homeless and thousands of hectares of cultivable land get destroyed in Assam due to flood and erosion. �So I like to request the government to declare the flood and erosion problem of Assam as a national problem.
On insurgency issue, Baishya said they want a permanent solution of insurgency problem of Assam. �We believe only political dialogue can solve insurgency problem of Assam. Government should start political dialogue with all insurgency groups of Assam and NER,� he demanded.
More than 25 years passed since signing of Assam Accord but due to negligence of Centre till today it is not implemented. The Indo-Bangladesh border is open for entry of foreigners to Assam through the porous border which is really great threat to the integrity and sovereignty of our country. The Government should implement the Assam Accord and complete seal of the Indo-Bangladesh border, he demanded.
