SHILLONG, July 15 Absconding Meghalaya police cop accused of rape, SN Roy has been spotted in New Delhi by eye witnesses, after which the police are on his lookout in the union capital.

Roy, a sub inspector of police, is accused of rape of a 13-year-old school girl at a city hotel here on March 17. The minor was in fact allegedly gang raped by Roy and his accomplices.

Although the police managed to arrest Bobby Jyrwa Nongsiej, Johny Kshiar, Brando Nongrum and Angel Dulian, Roys accomplices, the sub-inspector himself managed to give the slip.

A non-bailable arrest warrant has been issued against Roy after booking him under Sections 365/366-A/376/119/120-B of the Indian Penal Code. The police all these months have been looking for Roy in his native village in Bihar, unsuccessfully.

But, recently, eye witnesses spotted Roy at New Delhi railway station. The eye witnesses have reported that Roy was involved in a bitter argument with a ticket collector there, a police official said here.

The matter has been informed to the Delhi police and a team is on the lookout for the absconding cop in the union capital.
